In 2020, the Government launched the Three Waters Reform Programme to improve the health and wellbeing of New Zealanders. Part of this programme includes the establishment of a National Transition Unit (NTU), which will execute Government’s Three Waters reform in a consistent, consultative and coordinated manner. Specifically, the NTU will also:
- advance the Government’s reform objectives in a way that supports successful adoption of the reform,
- ensure reform objectives are supported by a smooth transition and implementation approach that is efficient, effective and minimises disruption to communities and consumers, and
- leverage the transition for strategic transformation opportunities.

Currently the NTU is seeking to appoint a Head of Communications. This is a vital programme role that will report directly to the National Transition Unit Director, working closely with leadership in developing and delivering on its communications strategy, and ensuring there is clear, cohesive message for all stakeholders touched by Three Waters reform.
This role is comprehensive, covering internal and external communications as well as the leadership of the NTUs communications team. Given the broad reach of the programme, it is anticipated this role will engage with a wide range of working partners across the Department of Internal Affairs.
Candidates will be experienced in and committed to exceptional strategic communications practice – both in the development and in the delivery of strategy. With a relevant technical background, you will be adept at shaping strategy to meet the demands of large, complex programmes. Given the wide range of partners who are crucial to the NTU’s success – Iwi/Māori, local and central government leaders, private sector providers, and all other community partners – this role would suit candidates with experience in campaigns with diverse national coverage.
