Kāpiti Coast District Council believes its success starts with its people. The People and Capability Group, spanning HR Service Delivery, Organisational Learning and Development, Health, Safety and Wellbeing, and Payroll, Insights and Reporting, is one of the enabling engines behind a thriving, high-performing Council that delivers value across place, people and partnership.

This is a key leadership role within the People and Capability Group, central to delivering on its ambitions for Council. Reporting to the Group Manager People and Capability, you will lead a skilled team of six (two Business Partners, two Advisors and two Coordinators) to deliver pragmatic, commercial, high-quality HR advice and services that enable leaders to build healthy, high-performing teams.

You will be the Group Manager's go-to business partner, taking ownership in delivery of the People Strategy. You will be a strategic voice across the People and Capability Leadership Team, working alongside the Health, Safety and Wellbeing, Organisational Development and Remuneration, Data and Insights Managers.

You are an experienced People and Capability leader who thrives on translating strategy into delivery, and who brings calm, credibility and care to a busy, varied portfolio. You earn trust quickly, with leaders, employees, unions and external partners alike, and you know how to navigate a senior leadership group whose capability and styles vary, with engagement strategies that are as patient as they are effective.

You will also bring:

  • Success designing and delivering a People Strategy and the work programmes beneath it.
  • Commercial nous (you know your numbers and can talk budgets) and a track record of using HR technology and AI to lift the employee experience.
  • Knowledge of tikanga Māori and Māori perspectives, with a commitment to growing this understanding; an appreciation of Te Tiriti o Waitangi in a local government context is an advantage.
  • Deep, practical knowledge of New Zealand employment legislation.
  • The resilience, self-awareness and good humour it takes to thrive in local government.
