The Opportunity

Southern Waters is a new joint water services entity being established by Central Otago, Clutha, Gore and Waitaki District Councils to deliver safe, reliable and financially sustainable water services for our communities.  This is a rare opportunity to lead governance for a multi-year transformation that will bring together people, systems, technology and services into a single, future-ready organisation.

The Southern Waters’ Stakeholders’ Representative Group (SRG) is seeking two experienced Directors to work at pace alongside the Chair and Programme Director, to shape the vision, strategic direction and establishment of a new commercial entity, ensuring robust governance, strong stakeholder engagement, effective risk management and high-quality decision making.


About You

We are seeking two experienced Directors with a proven track record in commercial, regulated and infrastructure/utility environments. You will bring strategic thinking, financial acumen, sound judgement, change leadership and an understanding of governance best practice. Experience in establishing new entities/start-ups with multiple shareholders is required, and knowledge of local government plus the legislative and operational frameworks for water services will be desirable (but not essential).  You will have a sound grasp on asset management, experience in high public scrutiny environments, plus your ability to work at pace, manage complexity and foster collaboration will set you apart.

About Southern Waters

Southern Waters is being established by Central Otago, Clutha, Gore and Waitaki District Councils to deliver safe, reliable and financially sustainable water services for our communities. It will be the largest joint Council water services entity in the South Island, delivering water, wastewater, and stormwater services to approximately 84,100 people across an area of 24,702 km².

Southern Waters has a $810 million capital works programme to 2034; it will manage assets valued at $684 million including:

  • 4,787km of water pipeline
  • 24 urban water supplies
  • 67 water and wastewater treatment plants
  • 17 rural water schemes.
