Palmerston North City Council (PNCC) serves over 90,000 residents and employs more than 650 staff. To support this mission, we are seeking an exceptional Internal Auditor / Business Assurance Advisor to strengthen our internal controls, risk assurance, and governance practices.

This role sits within the Corporate Services Group and is the Council’s lead technical expert on internal audit and business assurance. Reporting to the Manager Legal, Risk and Assurance / Legal Counsel, and working closely with the Chief Executive and elected members, you’ll be responsible for leading a programme of assurance work that delivers real value and confidence to the organisation and the community we serve.

You’ll bring sharp analytical thinking and a deep understanding of governance, compliance, and control environments. Just as importantly, you’ll have the political acuity to operate effectively in a complex public setting—balancing independence with influence, and acting as a credible, trusted voice in front of the Council’s Audit and Risk Subcommittee and other senior stakeholders.

We’re looking for someone who can see both the detail and the big picture: someone who understands risk but is also solutions-focused. You will bring a relevant tertiary qualification, professional membership (e.g. CAANZ, IIANZ), and proven experience in delivering high-quality audit and assurance outcomes. Your ability to communicate clearly, engage constructively, and hold your ground with confidence will set you apart.

Local government experience is useful but not essential. What matters most is your ability to work at pace, deliver with integrity, and provide advice that informs, reassures, and guides.
