New Zealand's heating, ventilation, air conditioning and refrigeration sector is at a pivotal moment.  Cabinet has approved the drafting of regulations requiring qualified technicians by 2028/29 and a regulated product stewardship scheme taking effect in 2026, there is an urgent need for consistent training standards and professional recognition.

The Refrigerant & HVAC Industry Training Standards and Licencing Board (the Board) is being established as an independent charitable trust to address this critical gap. The Board will maintain training standards, operate an industry licensing system, and provide independent validation of technician qualifications for approximately 12,000–15,000 professionals.

 

The Opportunity

As a founding Trustee, you will contribute to establishing New Zealand's first independent training standards and licencing board for the HVAC&R industry. This is a genuine opportunity to unite a historically fragmented sector around the shared purpose of training excellence and professional standards, and eventual licencing, whilst working with regulatory bodies, training providers, and diverse stakeholder groups.

The Board is appointing multiple Trustees to ensure diverse representation across the sector whilst maintaining the independence essential for regulatory credibility.

 

About You

You bring deep understanding of HVAC&R sector groups (commercial/industrial equipment owners, design consultancies, installation and servicing businesses, refrigerant and equipment importers, or industry associations) and proven expertise in tertiary education, vocational training, or apprenticeship systems.

You have strong governance capability, including financial oversight and risk management. Your knowledge is likely to include New Zealand's qualification framework, NZQA processes, or Industry Skills Board structures.

 

Time Commitment

The Board will meet at least six times per annum. During the establishment phase, you should anticipate additional time for strategic planning and developing foundational governance frameworks.

 

Remuneration

$15,000 - $20,000 per annum.

 

Timeline

Shortlisting will be completed during December 2025, with second-round interviews completed and formal appointments confirmed in January 2026.
